From a political science perspective, the success of the Antarctic Treaty raises interesting questions about its applicability to other world regions and problems. Do the key elements of the Antarctic Treaty offer some sort of road map for a more peaceful world? Perhaps, but maybe it is just that Antarctica is very cold, and most importantly; it has no human population.
In Cuba unfortunately there does not seem to be any one in the regime convinced of the need to initiate reforms that would reignite the economy, fill the people with hope and begin a new development stage. The last reformer was Raul in the 1990s when the collapse of the Soviet Union brought to Cuba the same economic havoc the ongoing collapse of Venezuela is producing. In those days Raul thought Cuba could turn into a Caribbean China or Vietnam.

Desde la perspectiva de la ciencia política, el éxito del Tratado Antártico plantea preguntas interesantes sobre su aplicabilidad a otras regiones y problemas mundiales. ¿Ofrecen los elementos clave del Tratado Antártico algún tipo de hoja de ruta para un mundo más pacífico? Tal vez, pero ¿será solo porque en la Antártida hace mucho frío, y —lo más importante—, no tiene población humana.
